NEET UG 2026 PwD Disability Assessment Update

The Medical Counselling Committee (MCC) has issued an important notice for candidates participating in NEET UG Counselling 2026 who wish to claim admission under the PwD category.

The notice informs candidates that the National Medical Commission (NMC) has issued an addendum to the Guidelines on Assessment of Persons with Disabilities (PwD) for admission to the MBBS Course, 2026. Candidates are advised to carefully read the addendum along with the existing disability assessment guidelines.

Primary Medical Assessment Boards

MCC has published a list of designated Primary Medical Assessment Boards authorised to issue eligibility certificates to PwD candidates in support of their claim for 5% PwD reservation, subject to the applicable NMC norms and the disability assessment facilities available at the respective centres.

Appellate Disability Assessment Boards

An appellate mechanism has also been established for PwD candidates who are declared ineligible by a Primary Disability Assessment Medical Board.

The following five Appellate Disability Assessment Boards have been designated:

  • -VMMC & Safdarjung Hospital, New Delhi
  • -Grant Government Medical College & Sir JJ Group of Hospitals, Mumbai
  • -Banaras Hindu University, Varanasi
  • -Madras Medical College, Chennai
  • -Institute of Post Graduate Medical Education and Research (IPGMER), Kolkata

How to Appeal Against PwD Assessment

  1. -A candidate declared ineligible by the Primary Disability Assessment Medical Board may submit an appeal before the commencement of the respective round of NEET counselling.
  2. -The appeal must be submitted through the designated email IDs along with the candidate's preferred Appellate Disability Assessment Board.
  3. -The concerned Appellate Board will communicate the date, time, venue and necessary instructions for the assessment.
  4. -The candidate must report to the Appellate Board on the scheduled date with all relevant medical and disability-related documents.
  5. -The Appellate Board will conduct a fresh disability assessment and review the candidate's documents.
  6. -The Board will record its final decision regarding disability status, percentage of disability and eligibility under the PwD category for NEET counselling.
  7. -The decision of the Appellate Disability Assessment Board will be final.

Important Note for PwD Candidates

Candidates who wish to challenge the decision of a Primary Disability Assessment Medical Board should submit their appeal before the commencement of their respective NEET counselling round.

Candidates should carefully review the official MCC notice, NMC addendum and applicable disability assessment requirements before proceeding with counselling or submitting an appeal.
